New install XP question/help

Bear with me as I am very new to PC Building. I completed building my 1st PC last night. Everything seems to be working fine, except that I need to install XP. For some reason I can't get it to system boot the XP CD from either CD-ROM I installed. I need to install from a 3.5 floppy. I have a original Boot Disk from my previous PC running Win 98 2nd edition. Can I get the PC to boot using this disk and then somehow manually install XP? Or is there something I can do to get it to boot from the CD. It recognizes that I have a CDROM, and I changed the boot order to make the CDROM 1st, but it still wants a floppy. Any help is very much appreciated. Thanks....

Boot off the floppy, make sure you have ATAPI CD-ROM drivers, and MSCDEX.EXE. format the C drive with FAT32, run:

A:\smartdrv c+ (to make the install faster)

Then run the winnt.exe executable in the i386 directory on your install CD.
