Use the Cubase offline pitch shifter effect in graphical mode.
Turn off length compensation.
Set the range to +-15 semitones.
Draw in a curve or whatever.
Hit process.
I guess for a backspin you'd have to reverse the file first.

If you're using ProTools, flip the file in reverse,
speed it up about 4x normal speed and use the Vari-Fi
plug in to speed up / slow down the ends.

Just to clarify the question: Are you looking for simple
play-it-backward, or for the variable-speed effect as well (tape slowing
down, stopping, reversing, coming up to speed on rewind, slowing down
and stopping again, then coming back up to speed forward)?
The former's easy to do in most DAWs. The latter's less common, though
it isn't complicated programming.

Have you considered the simple expedient of butchering a redundant
cassette recorder - after all, you probably won't want the highest
fidelity for this effect.
