I was going just get CD burner and DVD drive. But when I was looking through price watch I saw cheap NEC drive for $119! :

This is awhole lot cheaper than other other expensive DVD burners I can't afford. I was wondering if that drive was any good and if it is worth spending my $$ on?
DVD+ or - can be read by DVD players BUT many (older) DVD players cannor read (re)writeable disks, either + or -.
Technically I don't see much difference between + or -. Spending $50 for a dual format burner is worthwile if you're afraid the + or - disks will not be available in the future.
Check out the prices of the disks! DVD-R disks are cheaper than DVD+R disks.
Spending $50 on a dual format burner can actually save you money in the long run. Forget the format wars. DVD-R media is cheaper in general if you buy bulk and online. DVD+R has more sales in retail stores. So just pick up whatever is cheaper, and the extra $50 pays for itself.
