Is there a way to restrict incoming and outgoing internet
bandwidth in the registry? I cant find any other way to
do it.

Dear Charles,

If you REALLY want to restrict bandwidth and you have a
wireless access point, either move your PC further away
(in which the QoS stays the same, but the bandwidth
diminishes) OR put metal obstacles between the access
point and PC.
