Bios upgrades?

when is the optimal time to flash a new bios update. do you do it then reinstall windows? or does windows even need to be installed at all to upgrade a bios?

When you need to do so in order to use new hardware or activate a newly-supported feature on your motherboard -see your motherboard manufacturer's site for BIOS updates for your model motherboard, as well as for step-by-step instructions for flashing the BIOS. An unsuccessful or bad flash can completely disable your board.
You do not have to have any operating system to flash the BIOS.

some motherboards need an updated BIOS to run WIN7 correctly.
For whatever reason, it was unstable w/o update.

I don't recommend updating the BIOS unless you need to
