I just purchased a Tungsten E which has 32 MB of RAM.
It has an expansion card in the slot. If I take out
the card, the PDA still has 32 MB of RAM, even after
restarting it. What is this card for? What is it's
purpose?

It's a blanking plate which keeps the slot covered when not in use.

It's a dummy card that fills the slot to keep out dirt, lint,
etc. It's not a real card, it's just a piece of plastic.

As others have said, it's only a holder, not a real card.
BTW, when you do buy an expansion card, you'll still have only 32MB of
RAM. Expansion cards are like extra hard drive space, not RAM space.
