space eating partition

I use WinXP home and have a drive split into two partitions, both NTFS. My D: refuses to give up space after I delete a file, so far I have reformatted the partition once so that more files could go there. The problem didn't go away. (Funny thing, defrag reports what the true amount of space should be.)

Two questions:
1. Solution?
2. Is there a way that I can merge the two partitions without starting from scratch?

Did you empty the "Recycle Bin" after you deleted the files?
