I just got a Tascam DV-RA1000. I'd like to make some audio archives
in DSD format but wondering how I can convert them to PCM without
buying expensive software like Sony Sonoma¨, Philips SA-CD Creator,
or Sadie.
I also noticed that Minnetonka DiscWelder can do it but only their
most expensive version $3000 Chrome II can import DSD files.
Is there some cheap utility that can simply convert a stereo DSD file
to a stereo PCM WAV file?

Your "cheapest" and best route is probably to contact one of the mastering
studios that does SACD/DSD and have them convert the files for you. (Airshow
Mastering in Boulder comes to mind.)
It will be a higher quality conversion and it won't cost as much as buying a
system yourself. (Business 101: More variable expenses, less fixed expenses)

No, but there is an expensive hardware box from EMM that will do the
job.
It's possible you can do it with the Mykerinos also.

But.....Knowledge 101 trumps Business 101: if there's some little
known $99 utility written by some Russian teenager that converts the
DSD to hi-quality PCM WAV, then that beats paying a service to do it.
(I was just hoping that I was simply unaware of its existence.)
In this case, it seems there's no such software so I'll have to revert
to Business 101 as you suggest.

Why do you think so? The algorithm is simply a decimator. The
harder part will probably be understanding the file format.

The 'Russians' came through for DVD-A..but alas not SACD so far.

Well, Weiss Engineering just came out with the opposite software.
They made a PCM to DSD converter.
