is there any way to overclock KINGSTON HYPERX PC3500 512MB at higher than 218mhz (217mhz is what kingston claimed)?
is it going to help the perfomance?
or should i just set it at 200 and set with a lower latency?

Latency is less important so without overclocking, the best options is to set the FSB to 217 (it would overclock your CPU), setting it to 200 with better timings (even extremly shot ones) will give a much worse result.
If you want to overclock you can raise the FSB up a couple of MHZs at a time and see when your system ceases to be stable (if you're looking for 100% stability). You can also raise the DDRam voltage a bit but make sure that the memory has heatsinks on it and that you're taking some risk.
Overclocking RAM is a lot harder than overclocking a CPU so you might just want to go to 5:4 mode (though only if you're going for 240-250 FSB since 5:4 mode hurts performance quite a bit).
