I've never understood this memory voltage issue. I see alot of people talking about OCing their CPU and memory and talking about these 4 numbers. Can anyone explain what these 4 numbers mean? (ie. 3-3-3-7)

those 4 numbers have nothing to do with voltage. Those numbers charaterize your memory. Usually they mean:
CAS Latency: 3
RAS to CAS delay (tRCD): 3
RAS Precharge (tRP): 3
Active to Precharge Delay (tRAS): 7
