Can't get USB Flash drives to work under user account.

We have a lab set up with user accounts for students and when they try using
their flash drives they get prompted "You must be a member of Administrator's
group on this computer to install this hardware." Is there an easier way to
fix this other than giving out Administrator rights? We don't want users
installing whatever they want on these machines.
