Pc locks when selecting drop down menu

When selecting drop down menu in any open window, in any
software, windows locks up, ive also noticed that when My Computer icon is
selected nothing is found.
Ive tried scans with Beta1 and norton (In Safe mode etc) but they found
nothing, ive also tried various restore points but to no avail.
My hunch is its a corrupt Windows explorer file, but im not sure.
Can anyone help?.
