After searching Google.groups.com and finding no answer, Bob Vance asked:

The system has recovered from a serious error.

I am getting this error and it asks me to connect to the internet to inform
Microsoft , I do and it just keeps reappearing. I do have a yellow question
mark on Carrel Device in Device Manager

Yellow Question Marks beside a device usually is because Windows doesn't
have a valid driver for the device.

Reinstall any software that comes with the device (usually on a CD). If
there isn't any or you can't find it, try the manufacturer's website.
Drivers are usually found under the Support or Download sections.
