Single website refuses to load, all others work fine

So I wasn't sure if this should go here, or in networking.

Anyways, for some reason I can't get to load, even though I know it's up.

It loads fine on my tablet, it loads fine on my phone, and it loads fine on my old PC sitting right next to this one. But on this one it hangs and I eventually get this error: "Error 101 (net::ERR_CONNECTION_RESET): The connection was reset."

So the things I have done so far to try and fix it are;

Virus scan
Spyware scan
Malware scan
ipconfig /release /flushdns /renew
CC Cleaner
Manual change to Google's open dhcp server
Multiple router resest/PC restarts
3 different web browsers
checked my "hosts" file to make sure it didn't somehow get redirected in there

If I use a proxy site it works fine, but I cannot get it to come up any other way. And the website will not allow connecting directly by IP address as I tried that also and it doesn't work even on systems that will load it properly.

I'm out of ideas for what to do next. I first noticed this over a day ago, but at the time just figured the site was having trouble. But now I know that's not the case.

yes the site works fine. just check if your antivirus has blocked that website or you have enabled child protection or web filter

Nope, it's not either one of those. Even disabling the AV it still won't connect, and no type of web filter installed.

So it's still not loading, and I still don't know what else to try?
