I received an automatic update in XP from Dell to install something whose
name included the word "chipset." I allowed it.

Since then, th icons on my desktop and the font size of text has become too
small. How can I increase the size of all of my icons and my font sizes at
the same time, across the computer?

Reduce the screen resolution. R-click the desktop, Properties, Settings,
move the slider left, apply.

OK, thanks I see how that works. However, in the course of changing the
Settings, my taskbar has disappeared. How can I change the Settings, but
maintain the visibility of my taskbar?

Using the buttons on the monitor, adjust the screen smaller, as it
sounds like it is below the viewable screen area.
