Can bluetooth operate independently of an operating platform

I am currently working on a project involving an independent bluetooth setup. i am curious what the minimum requirements for running a bluetooth or simple location beacon would be. will a signal be available without an OS base? can a chip and battery be all thats neccesary?

You can have a controller with an embedded system. You can't just have bluetooth hardware on it's own sitting there. You need something to talk to it to actually tell it to do something. Just a blutooh chip would power up, but I don't think it will send a signal unelss something told it to.
