auto startup & time keeping

The pc boots up automatically at odd times in the morning. It also starts up
when the phone rings!

I am connected to broadband. also Norton anti virus.

The pc power has to be disconnected from the mains

Check your BIOS settings for "Wake on LAN" and "Wake on Ring" and
disable both of them.

You will have to do a search for jobs trying to run at odd times in the
morning. The start with the phone ring is probably because "Printer Fax" is
on and it thinks there is an incoming fax.
