Open Recovery Console:- [use TAB to bypass the password and ENTER]

From the command prompt, run:
C:\>CD\windows\system32
C:\>ren browseui.dll browseui.old .

Restart your computer.

see:-
HOW TO: Install and Use the Recovery Console in Windows XP [Q307654]
