security center is always off when i turn the computer win..

center-rightclick-properties-automatic-start

still is turned off when i turn off the computer

Using those steps, the service will not be started until after the next
restart. While in services.msc, click the link to Start the service. You
should see the status change to "started" or a notification that the
service could not be started.

If you get a failure, take a look at the dependency tab of the firewall's
properties. Double check that all of the services it is dependent on are
also enabled and started.

Some third party firewalls will disable XP's. If you have one of these
installed and running, leave the XP firewall disabled.
