Is it possible to register on a tower which is 35-40 miles away, crossing a major city and bypassing 8 towers?

Im referring to a cell tower. A friend of mine claims to be on one side of town but is hitting a cell tower 35-40 miles away. The cell tower that she is hitting is literally straight across town. I have some understanding that if one tower is busy/overloaded it will switch the call to the next tower. That would have had to happen 8 times, as there are 8 towers between the location she is claiming to be at and the one she is actually hitting.
I work 7 miles from the one she hit, i have worked in same location for 6 years and never hit it once. Same carrier.
