Here is the situation. I boot a pc up into Windows in to a specific program. This method limits this pc to only access the program that I have specified. My problem is when someone presses f1, they get to the help menue for the program,then f1 again brings them to Windows help. After that point, they can access the internet via links set up in the help menues. The pc's have public ip addresses, so blocking them on a router is not an option. The other stickler is I need to use tcp/ip for this program to function. Any suggestions, or is there a way to disable or uninstall internet explorer?

Have you considered the supervisors password option? And if you have are they able to bypass that?

Where is this option in Windows 98? I know that this option is available in NT/2000/XP.

After checking it out for you, unfortunately Windows98 is not going to give you the options you need, uninstalling Internet Explorer may be the only recourse you have to accomplish your goals. Just make sure this is what you want to do, go to www.bootdisk.com Click on the Helpdesk and look for the download file IEradicator3.1, that will get rid of Internet Explorer for you, and kill the internet capabilities for whatever machine you run it on, The program is a ZIP file that is small enough to put on a floppy and as long as the machine you want to remove IE from has a zip program installed you can send it to My Documents and execute it from there, I downloaded it myself and ran Nortons Antivirus to check it out and to read the read me file It will do what you want.
