Usually mean your video card is too old.

There is no download --- it is included as part of the Direct X9 files -- so as rgd mentioned getting an error message like that usually means that you have an older video card (chipset) that does not properly support DX9 shaders - so will need to replace the video card (or computer) in order to play games that require it.

The big issue here was the SM 2.0 DX 9 and the SM 3.0 DX9c.

if you do not have a DX9c card to get SM 3.0 to work. Or maybe your card is even older and has SM 1.0. In this case, the rest of the system is most likely too old for games any way.

This said you are looking X1800(some lower cards have it but are VERY slow) or newer from ATI. Nvidia's 6XXX cards(not to be confused with 6XX cards) have SM3

Watch out if you have an older system as AGP cards are not as easy to get now days as PCI-E has mostly replaced them.

You can't download the Pixel shader it is not a software to download it every graphics has it own pixel shader comes built-in.

intel[R] dual CPU E1260 @ 1.80Ghz
video card: intel R 946GZ express chipset family
1GB ram
vram: 64MB
