modem problem with xp

Windows xp does not detect a dial tone. I have a Lucent modem. I put together the computer myself. I have a abit kr7a133r mobo and I have the modem on pci slot 6, I've also tried slot 3 and no luck. Ive also tried different com ports and still dosent work. When I install the modem and let windows find it, it automatically assigns it to com3, but there is no com3 listed on the device manager just com1 and com2 are listed. Ive also installed the VIA 4 in 1 drivers. Any input on this would be great. Thanks guys.

it's OK that there's no COM3 in the device manager. Are you sure it's cabled correctly?

Do you have the jumper install on modem for com 1 or 2 or 3, remove it, let xp auto detect. Next is diagnostic it and see the modem is working or not.
