I hate to buy PC2100 ram new when PC2700 is sold for the same price... I am putting together a system based on an old Soyo KT266 K7V Dragon board that uses PC2100 ram... and will PC2700 even have a chance of posting and running as DDR266 ram?

Yes, the board can use PC2700 RAM, but as you pointed out, will only run as PC2100. With faster RAM you should be able to run them on faster timings though. Hence, you can get a marginally better performance with PC2700 RAM. (Another reasaon for buying PC2700)
