System repair offline

my computer wont startup into windows ("your computer was unable to start").. it gets a BSOD and then restarts

i go into system repair.. but nothing seems to work.. tried every option.. i get system repair offline issues..

i have tried chkdsk c: /f (didn't help)

tried sfc /scannow and got "There is a system repair pending which requires reboot to complete. Restart Windows and run sfc again."

so currently i am waiting for it to "attempt a system repair" then will try "sfc /SCANNOW /OFFBOOTDIR=c:\ /OFFWINDIR=d:\Windows"

anyone have any suggestions? - new cpu, new motherboard, new ram..

hard drive seems to be problem?
