For what's listed as the functions the baest of them all is fine, but for longevity dual core is wise.
Personally I say XP over vista simply because there are more tools for XP and less restrictions. It will be supported for another 2 years min, 3 years likely, so there's no worries really for either.
If you were looking for other functionality then things would be different, but for just the basics and only DVD not HD content, I'd say you're fine with the lowest end, and then the priority upgrade after that would be dual core CPU just to ensure that you remove some chugging when things like anti-virus kick in, etc.
