I'm looking to buy my first 17" TFT, and am on a relativly tight budget of aroun £200.
Most of the monitors I've been looking at have got a 16ms response time, but there are some that have got a 12ms response time. However the latter are made by some obscure manufaturers.

These are the monitors i'm currently looking at: -

The Hyundai L90D+ is 19" & 8ms response time. I paid 379.00 USD which sounds up to your budget. I bought it at www.newegg.com and they offered free FedEx saver shipping ( whatever that is?) but I don't know what the overseas shipping costs would be.
