computer not shuting off

AT Factor.Pentium 75 MHZ.Win 98.Computer will start OK.Windows will open but no desktop.Then this message :"It's now safe to turn off your computer.When I press the power button computer will restart,and cycle repeats.

Are you sure Windows 98 is loaded on there? This is normally what happens when someone only installs the boot files and nothing else. This is usually what I find when I buy PC's from the government.

At any rate, why would you run 98 on a P75? Why not 95?
