My PC is fighting my modem

Hello all.

Everythings working fine with my broadband modem and my PC (XP) until, about
a week ago, when internet browsing became very, very slow.
If I reboot the PC or reboot the modem (external), everything works fine
again for about 4 or 5 minutes, then we slow down again.
I contacted our server and they did remote checks. Apparently the modem is
fine. When PC is turned off, or rebooted, it receives a loss free signal in a
fast time. But then my PC sends 'feedback' into the modem, thus massively
reducing it's ability and causing the slow browsing.
The server is unauthorised to give me any PC advice (just modem advice,
legal conditions apply etc etc) so could not give me any clues.
I've never heard of this before. Has anyone else? Is it software, OS,
hardware etc etc? No changes in set up preceded the fault. Anti-virus and
spyware/malware checks read clean. PC healthy otherwise.
Any ideas? At all?
Thanks in advance.
Best wishes, shoulderhead

Does the same issue happen in safe mode w\networking?

How to troubleshoot by using the System Configuration utility in Windows XP
http://support.microsoft.com/default.aspx?scid=kb;en-us;310560

How to perform a clean boot in Windows XP
http://support.microsoft.com/kb/310353

How to perform advanced clean-boot troubleshooting in Windows XP

if the problems still happen in safe mode or clean boot, it could be caused
by other software such as antivirus, firewalls, spywares popupstoppers, etc.

try temporarily uninstalling thiese softwares to verify it is not causing
the issue.

Could it be some weird power saving issue?

Hello again,
Thanks for the suggestions.
(MCR) Power saving is an excellent notion but, I'm afraid, not the answer
here.
I'm still applying anon's ideas, thanks.
However, there is more information which I neglected to give, thinking it
irrelevant at the time - but now realise it may be crucial.
This PC is connected to another PC (direct conn/ethernet/crossover). Mainly
for file sharing BUT it also shares the internet connection. It seems that
the problem/feedback is coming from this source. D'oh! Sorry.
I'm in the process of cleaning up this PC (Teenager's bedroom PC, need I say
more?) and then I'll see if I can get to the bottom of the issue. I'll post
up any answers, in case they're of use to others - but if I can't fix it, I
may have to open a new thread in the network discussions.
Terribly sorry to have used up your time, and am very grateful for your
continued support.
Thanks again, best wishes to all, shoulderhead.
