Black Screen Before OS Boots

I'm having an unusual problem on my laptop where I get a black screen for about 30 seconds after the Starting Windows screen and before the GUI loads. I updated all my drivers, ran a virus and malware scan and used CCleaner to try and fix any possible registry errors, but that didn't help. I tried turning off all non-Windows services and all startup items in msconfig but that didn't help either. I tried going through a number of system restore points, but none of them fixed the problem, so in the end I re-installed windows which fixed the problem initially, but it eventually came back after I installed Intel Management Engine Components. When I uninstalled the application the problem continued to occur. At this point I've run out of ideas, so any help would be appreciated.
