I have been notified that there are TWO IP addresses on my new computer
1) What does that mean?
2) How can I fix this ?
3) Am I being charged for time used by this other address ?

First, post the exact message you got, I'm sure it's not about having two IP addresses but probably a "duplicate IP" which is different.

Is this at your house? Are you using a Router and DHCP to setup your network? Turn off all the other computers, is the message still showing up?

If you are not using a router but just a modem to the PC, call the service provider and let them know about this.
