Do you mean you are trying to ping somewhere? Say you used the DOS prompt and did a "PING" to the IP address of 4.2.2.2. Once you do the ping it will let you know how long it takes to get to that IP address of 4.2.2.2 in milliseconds.

Think of IP address as Telephone numbers. All computers that connect to the internet has their own IP address.
