Help with programing stuff?

Can you please tell me where can i find a tutorial, or tell me right here how can i make that you need to login to use a certain program. Like login protection. In the login form you would have option to register as well. Anybody know how is this called and how can be achived?

You have to learn C++ or JAVA I guess
