Window recovery error

Hello,
When I turn on my PC, and computer tries to boot, I get this " windows recovery error." "Launch repair or "Start windows normally comes up." If I highlight either one, it just loops back to the same thing. Also now my F12 button for "boot options" does not work. Please help

Follow this...Boot your pc via win7 dvd...
choose repair the pc...
in the next screen it will show you some links...select startup recovery...it will try to repair but if it cannot do then do this..
select command promt from the repair screen...type sfc /scannow
try them
Did not work, no win7 dvd, how can I get one? Any other suggestions?
