If you don't get a better answer from an MVP ...

Googling suggested this....

Log in as Administrator.
Click Start, Settings, Control Panel.
Click Administrative Tools.
Click Services.
Double-click RPC.
In the Service window select Automatic Startup.
Restart the computer.
