What is permission to open files since i am administrator?

hello guys,
I need help here, I saved my files on desktop and when i shifted to window 7 64bit they were brought to windows old folder. my problem is those files wo'nt open and i have been asked for permission! please i need help here!

  1. You need to take ownership of the files - or the entire folder.

  7. You can't upgrade from any 32-bit version of Windows to a 64-bit version. That requires a clean installation.
