How can I back up my data on a corrupted Windows 7?

Hello,
My laptop has Windows 7 and it corrupted due to virus attack. Now I cannot access external USB device, such as external hard disk. I cannot even connect to internet. I plan to format everything and then re-install the OS, but need to back up my data first. How can I back up my data (250GB) without access to USB drive and internet?

Take this opportunity to buy a ssd. It will transform the performance of your laptop.
Take the old drive out, and reinstall windows on the ssd.
Then, put your old hard drive in an external USB enclosure. All of your files should be there and accessible.
Once you have moved what you need, erase the drive, and use it for external backup.
