Back up data on a corrupted Windows 7

Hello,
My laptop has Windows 7 and it corrupted due to virus attack. Now I cannot access external USB device, such as external hard disk. I cannot even connect to internet. I plan to format everything and then re-install the OS, but need to back up my data first. How can I back up my data (250GB) without access to USB drive and internet?

try using a linux live cd, boot into linux, connect the usb device, and copy the files

You want to back up corrupted files? How do you know that your not including the virus in the backup. A usb device should be able to be accessed because it would be before the os is loaded that the boot sequence is set and you could set the usb device as the first boot device.
