In the era of $300 desktops, $650 really doesn't get you a lot as far as laptops go. You're pretty much limited to Dell Vostro, Hewlett Packard 6700 / 6800 series (like what you have above), Gateway M serires, and Acer Aspire, or something used.
Toshiba, Sony, Lenovo, and Asus all start out about at least $100 more. Generally given an identical chipset, processor, ram, and HDD there's barely any differene between brands as far as performance goes (provided a clean OS install).
If you ever go the DIY / BYO route, $650 will get you just a chassis; you still have to get processor, RAM, HDD, wireless / bluetooth, and sometimes optical drive
