I have a dell laptop that tends to get really hot and I was looking for a laptop cooler. Can anyone recommend a good laptop cooler for a decent price (hopefully less than $35)? Are laptop coolers effective in cooling laptops? thanks

I'd try a Targus chillmat they have 2 fans that spin fairly quick they are very good at cooling a laptop down you're looking about $30 or so in the US (I paid $40 CDN) be forewarned though that the fans in most laptop coolers are small and spin fast therefore are quite loud. they create a whining noise from spining so fast as well as a wooshing noise from the amount of air they move. but if you can deal with the small amount of noise they are well worth checking out
