<A HREF="http://hardware.gamespot.com/Story-ST-x-1403-x-x-x" target="_new"><font color=green><i>This</i></font color=green></A> article gives some detail on the technology called RTA (response time accelerator). Samsung employed RTA to achieve 8ms pixel response in its new 19" TN (Twisted Neumonic) panels. There are some limitations devulged here. This panel is used in the Samsung 915n and the Hyundai L90D+, reviewed elsewhere in this forum.

TN is nice, but as the article mentions, it has rather large shortcomings in terms of viewing angles and its limited range of colors which require dithering to achieve 16.2M colors-> annoyingness in movies. RTA looks interesting (dammit what happened to FFD?!) and I'm really looking forward to its applications in PVA- better viewing angles and hopefully color than TN. Obviously since PVA is based on VA is suffers a greater increase in response time when switching in between intermediaries, but RTA would be the sweetspot for this. I wonder if they're going to release a 19" RTA PVA panel later in the summer- that'd be a sick panel.
