I d/l a scenarion from a website and, as instructed, extracted it rise
of nations/scenario. The files are there, but when I use the "Load
Scenario" option and navigate to the folder, the director for the
scenario is empty. What am I missing?

That scenario might be for a different version of RoN.
Double-check at the website you downloaded it from.
