Will 8MB of HDD cache help a 2.0 GHz Celeron out, or will the computer not even know the difference between the 8MB or 2MB of HDD cache?

There will be 512 MB of PC2100 ram, and the OS will be XP Pro.

No, hard drive cache only helps file transfer performance of constantly accessed files. The Celeron 2GHz will always be slower than the PIII 1400, for example.
