open your pc case and look for cell in motherboard (round shape) remove it for a while then it back, if the issue not still there then install the new windows.

OS means operating system in simple words (windows).

thank for yr advise but a next ting it is a laptop so do z same thing apply

I recommended do it on expertise person if it is a laptop, but firstly install a windows and see if it solve.
