Can't renew DHCP IP Address! Static works fine.

I have one computer on my network that can't connect to our DHCP server and
renew it's IP, resulting in no interent connectivity. One morning the user
just came in and had no network connection. When I try an Ipconfig /renew it
says "Can't renew Access is Denied". I found that if I give the NIC a Static
IP adress then it works fine but a Dynamic IP doesn't work. I've tried
reformating the machine, reinstalling the drivers, and flashing the Bios (the
NIC is onboard) and nothing is working, except the static IP. Does anyone
know why this would be happening and how I can fix it?

This is just one idea:

I don't know what your network setup is, but if you are on a
network that is using MAC address filtering, you may want to
check that the MAC address entered for that computer exists and
is not corrupted.

Also, some networks are set up to use 'reservations' so that the
client computers are configured to use DHCP but have a
reservation on the DHCP server so they get the same IP
information every time they boot up or the IP lease needs to be
renewed. Sometimes the reservations become corrupted and the PC
will not be able to get an address. When attempting to ipconfig
/renew, the computer will get "access denied" until the
reservation is restored.

1st check... can you ping a DHCP server?
2nd check... can you trace to a DHCP server without crossing a router?
