First make sure you don't have any media in it, floppies, cd's, whatever, and try to boot.
Just toss in a windows disk and follow the onscreen instructions. Try to do a repair before you format your hard disk. You may have to enter the bios in order to enable boot from cd, just hit whatever it tells you to. If it doesn't tell you to hit something to enter setup, try F1, F2, F12, Del, or just any key, really.
