"How to?" change the bandwidth of a program/process

Hi:

I earlier asked how to increase the number of downloads I might run
simultaneously and I received a satisfactory answer.

NOW (yeah, I'm greedy), I want to know if it is possible when downloading
several items to TEMPORARILY cause one download to be able to "hog" most of
the link capacity.

Check on BetaNews. I seen s software where when it is installed, you can
"shape" the IP traffic and give more priority to different programs.
