Hello,
why San Andreas is not working?

It could be anything, ranging from "you have not installed it yet", going through "you have a pirated version that is defective", "the install media is corrupted" or simply there is a runtime bug.
Nobody can help you if you don't provide further details.
Also, you need to search the game's support forums, there you'll find answers to your question. IDK what your particular problem is, but I can assure you you're not the only one that ever had it.
