The answers to all your questions can be found at StorageReview.

How loud is a raptor drive?
WD740GD - 42.3dB/A
WD360GD - 43.1dB/A

because it spins at 10k rpm will it be signifficantly louder than a 7200rpm?
Compared the WD Caviar WD800AB - 43.7dB/A, no.

Also what is the quietest HD?
The Seagate Barracuda ATA V - 37.dB/A

I have 2 Raptor 36gbs in a RAID0 array - meaning they always fire in tandem. With my case open I can hear them when in use, but with the case closed I can't - the only noticable noise from them case-closed is a light whir sound, loudest when it's very cold in the room.

Some people do say that they think Raptors are particularly noisy. However, I have 4 in my machine (2 of which are in RAID 0) and I don't think other drives would be noticeably quieter. They may (possibly) emit a slightly higher 'pitch' than a normal drive, and thus some consider them noisy. However, as sjonnie's SR stats show, there's absolutely nothing in it.

I just got five Raptors, and each and every one makes a high pitched whine that drives me nutz. Either I've become immune to it after a few days, or they have quieted down a bit since the first install, I dunno, but it seems not as bad once I've been around them for a while. In my RAID config w/ 4 Raptors on it, I notice definite "hot" spots and "cold" spots for that high-pitched tone, where if I put my head in one place it vanishes, but if I move it two inches to the left it comes back double strength.

IMO though, the noise is worth it for my RAID rig, where I needed a good performance-per-price ratio.

Those WD360GDs make quite a nasty whine apparently, the new WD740GDs are much quieter and the same technology is apparently going to be used in the WD360GDs...eventually.
