Is ther a PBEM server where i can play with only 4 or 5 players?
Can a player control 2 powers?

All the njudge-based servers (DEDO, CLDR, USTX, NZMB, USIN etc.) have
variants for less powers, but will also allow you to play a standard
game with fewer players, where some players play mroe than one power.
DPJudge, thoguh not stricly PBEM, also lets you do this I beleive.

How can i start a new game for less than seven players without beeing
the master?

We are 4-5 players, we want all to play the game for us eand we have no
master :)

You probably ought to ask someone here to GM for you. Things really do go
a lot smoother that way and there are usually volunteers available. I'd do
it myself but the new gutsy type game being discussed in the other thread
may somewhat dilute my time for other dip activities.
